This week I've been leveling fishing on my Death Knight. It took more than 1000 catches to get to 350. I know this because of the achievement tracker. I was nowhere near 350 skill when I achieved the "Catch 1000 Fish" Achievement. That seems like a lot more than the 655 you mentioned.
