Changes:

Scrolls now use fewer materials (and make fewer scrolls). Many can now be used to skill-up easily.
Small changes to skill-ups around skill 300, but with flawed logic (Scroll of Stamina VI and Scroll of Spirit VI are trained below skill 300, but still require 300-skill Ethereal Ink to make). Leveling above skill 350 is still not complete.
Caution: The skill required to learn recipes varies between different trainers for several scrolls, Mysterious Tarot, and Mystic Tome: A Dalaran skill-up and a pre-WotLK skill-up are currently different.
