Materials 290-350
It is estimated that you should mill 170 herbs (34 millings) that produce Nether Pigment/Ebon Pigment. Any from: Ancient Lichen, Dreaming Glory, Felweed, Mana Thistle, Netherbloom, Nightmare Vine, Ragveil, or Terocone. You should gain at least 88 Nether Pigment and about 10 Ebon Pigment (the precise number of Ebon Pigment is not important).
Most recipes in this skill block use Resilient Parchment. You will need 38. You will also use 6 Heavy Parchment.
Leveling 290-350
Recipes from skill 290 can only be trained in Outland and Northrend. Outland trainers can be found in the main faction towns in Hellfire Peninsula.
Darkflame Ink has no practical use for leveling, except to gain a couple of skill points. Simply mill all the Ebon Pigment you have, and sell the ink (by auction or vendor). Ink sells to vendors for far more than the vendor-value of the pigment. The Ink can be used to make Greater Darkmoon Card, but a lot of other materials are required, including Primal Life.

After 350 in Outland
At skill 350 Inscribers should move on to create Northrend inks and recipes. You do not need to advance beyond 350 in Outland.
For those who have not felt the Wrath of the Lich King ((without the expansion)), it is possible to learn recipes that use Outland herbs at skill 350. You should be able to reach skill 360: About 15 Ethereal Ink, requiring 30 extra Nether Pigment (about 12 millings, or 60 extra Outland herbs). Attempting to reach 365 is not recommended: The final 5 points are "green", with a very small chance of a skill up at 364.

I wasn't on the PTR last night, but as of Wednesday, 365 was still the max. I suspect the last 10 points will come from recipes that require primals and/or nethers. Will those recipes come from a trainer? Rep vendor? World drops? Dungeon/Raid drop? Who knows....

If you have a look at the other professions, the Northrend material recipes seem to kick in at 350 skill anyway. Maybe they're not going to bother impementing high end 375 recipes as such.
Although it would be strange not to have another set of offhands or something at least.

As nfi comments, WotLK's professions start at 350, and skip over the difficult part of the Outland leveling (above 350). I can only assume that Inscription was never intended to be released before Northrend, so there was no need to provide TBC recipes up to 375. Beta has some recipes above 350, although the leveling curve is still not implemented correctly - at 350 one learns a large number of glyphs that remain orange for a very long time.
With 10 days to go until release, it is still possible something will be added. But more likely, Inscribers will have to wait for WotLK to get the last 10-15 points up to 375.

You should be able to level it up to 375 since thats what you paid for.Because if you dont buy lich king u arent alowed to use the stuff from northrend.... or are you?

You cannot visit Northrend to train without the expansion, even if you can get the materials. So I take the point.
In practice, 365 isn't terribly different to 375. It's just currently at odds with precisely what Eyonix announced:
"Regarding Inscription, please note that all Burning Crusade players will be able to select Inscription as one of their two professions and level up to a skill level of 375 with it."
Is there a level requirement for beyond 300?

I skilled up one of my lower toons to 297. I realize I have to get him to Thrallmar and have some friendly guild warlocks that may be willing to help me get there. However, I'm worried that my inscriptor (lvl 38 warlock) will not be able to train beyond 300 because of lvl cap. Does anyone know if the 300+ skill require a certain level like other professions?

As far as I know, all production professions require level 50 to advance beyond level 300, and inscription is one of those.
Or to provide the full list of level requirements:
1-75 : level 5
76-150: level 10
151-225: level 20
226-300: level 35
301-375: level 50 & TBC expansion required to reach trainers
376-450: level 65 & WotLK expansion required to reach trainersAdditionally, Jewelcrafting and Inscription require the TBC expansion for all ranks (not just the last two ranks).
Note that this only applies to production tradeskills, not to gathering tradeskills.

Currently, even the gathering professions have level requirements, which they didn't have before (mining, herbalism, skinning). It may be that the new buffs you now get with these professions prompted Blizzard to add level requirements, so you wouldn't have a e.g. level 19 with 375 herbalism and a 1200 self-heal HOT. But it looks like the next patch (3.0.3) is going to remove this requirement from the gathering professions. This might be because of the rumors of unavoidable XP from battlegrounds to end twinks.

Thanks for the info. I figured as much about the leveling req and I really don't feel like grinding the last 12 levels although I may have to cuz my guildies are bugging me for higher glyphs.
