I have not seen anything related to Inscription requiring any reputation yet. It is unlikely that pre-WotLK reputations will be required for anything: Blizzard's general approach is that players can progress in new expansions without having to first play the endgame of the older expansion/original. Much like Jewelcrafting recipes did not require exalted Argent Dawn or Cenarion Circle reputation.
